I made a sample scenario for your requirement.
As your requirement was not clearly mentioning about the what kind of application you want to test, the ramping up time for vusers and how the users should be ramped up after 150 vusers, I have made some assumptions and did the following things.
1. For every ramping up case I initialized 2vusers every 15seconds.
2. After initializing 150vusers, I divided the remaining 230vusers and ramped 110vusers assuming the running duration as 35minutes and the remaining 120vusers, I set the duration as 38minutes.
3. Stopped all vusers by ramping down 50vusers every 1minute.
This will vary depending upon the application that you want to test.
