This typically happens if there are issues in communicating elevated process. You need to make sure that you disable or adjust UAC on windows 7 by Control Panel > User Accounts > User Account Control Settings
Then open VuGen using user with the admin rights and they try it it should work. We had such issues when installed IE9 we had to reboot the machine and use user with admin rights then everything started working fine.
