I see these two lines in the example above:

Normally it will be:
"Cookie=s_pers=www.ii;domain=ii.ii.com; path=/", ENDITEM,
Could you check it?
About the error:
When you receive the error? When replay or when compile?
Action.c (19) is the web_browser("business"?
If yes, Is this a parameter "Navigate=<url>"?
From the help of this function:
ACTION,
"Navigate=absolute_URL",
We cannot use a parameter here, try replacing the parameter for the URL.
