Look like this related to way you setup IE9. Did you install VuGen first then enabled IE9? If so then install IE9 first, clean up VuGen and launch VuGen as Admin.That should work.
Sometimes cleaning up files in %temp% also help cleanup corrupt references. Close all open apps and then clean %temp%
