About 'wsa:ActionMismatch' in the replay log, may be we had two different SOAPAction in the script, so, please try to change in the script
From: "<wsa:Action>http://www.csc.com/standards/PC_Surety/AcordCsc1/BillingPaymentOptions/BillingPaymentOptions</wsa:Action>"
To : "<wsa:Action>BillingPaymentOptions</wsa:Action>
And please remove these lines in default.cfg file:
[UserHandler]
Name=LrWsAttachmentsHandler
As the content of soap_request has many fields not matched with processing on the server.
So, do you have a sample working SOAP? If you have, we will base on the sample working soap, and put it in soap_request.
In case you do not have, we have to try on changing the content based on response returned. For more investigation on this issue, you can consider to open a HP support ticket.
