There is debug of Microsoft Windows which is called Event View tool. This is a lonk that demostrates how to use it for debuging the Controller: http://technet.microsoft.com/en-us/library/cc749408.aspx.
Another tools that may help are: Process Explorer and Process Monitor which basically they detect the show the process thar are running and have some relationship with another programs also running on the machine.
If the first user is opening a record1, it is because it is using some resources, as cookies, cache data or a unique session that need be recycle for the next user (user 2), when the user1 completes with that operation, then the second will take the other resources that belonged to the first user. According with the configuration on the RTS made, you need to set up the same configuration on the Controller scenario. I jhave attached some screenshots as reference and one document with troubleshooting information.
Also the correlations and parametrization may affect the performance of the execution.
