You are right, those features of the old VuGen were not implemented in the new version. The new VuGen is implemented over an existing IDE framework called SharpDevelop which doesn't support customizing the toolbar. Currently you are the only person who mentioned this as a problem.
If there is something in particular that takes you much more time or you cannot do in the new UI please tell me and I will try to help.

P.S. I suggest you upgrade to 11.52 as there are various key bindings that were added in that patch.
