LR Cannot launch or record on Oracle forms (java) Win7 64bit OS, Java 32 bit

Having an issue running existing scripts and getting Oracle EBS to launch java forms via IE when VUGen is open.  Launching Oracle EBS java forms works fine when VUGen is not open.  LR works fine on Win7 32 bit OS.  We've tried 11.52 and 12.01 on the Win7 64 bit OS. 

Is there a patch or manual config we need to do to get LR to work on the 64bit OS?
