I think the link you have shared is only the patches to upgrade to LR 11.51.
If iggydolby want Vugen installation file, so the only way is from LoadRunner full installation file. There is no direct link to download Vugen standalone.
iggydolby you can install only Vugen from the main setup menu or from the installation file : Additional Components/ Standalone Applications folder.
If it hangs, can you check that you have full local administrator right on the machine?
UAC, DEP, firewal and antivirus should be disabled during the installation as well.
