Just a quick clarification, the support for 64 bits applciations comes on version 11.5 and this is menat for windows applciations, web based applciation like the one you mention are expecte to work fine even on the olds 9.x versions, since on this regards we care only about the browser and not the actual AUT nor the hosting server, so this is expected to work, if your applciation uses a windows client, then we care about 63 or 32 bits and vugen version.
regarding the readme, you can find it in the Vugen folder in the start menu on any machine having vugen or LoadRunner.
